跨国研究所（TransnationalInstitute）智库的索菲亚-斯卡塞拉（SofiaScasserra）说，暂停令未能促进发展中国家的数字经济，反而巩固了美国和其他先进大科技巨头的主导地位。
联合国贸易和发展会议（UNCTAD）2019年的一份研究报告估计，发展中国家在2017年可能因暂停征税而面临100亿美元的关税收入损失。
